The latest proposed Model Contracting Rules are attached. These implement the following 3 new laws:
HB 3653 (2025) Energy Performance Contracts
HB 3646 (2025) Contract Preferences for employee-owned businesses
HB 4006 (2024) Surety bonds in lieu of retainage
